This is a much better ending than Eleanor collecting her dead father's blood. They have both endured a torture, struggle, war, and even death (Delta by a gun, Eleanor by a pillow); it is cruel that Delta was doomed to die moments after seeing the sun and that Eleanor was doomed to spend the rest of her life without her father.
This image of them, sitting on a beach under a setting sun, is very potent and heartwarming. By the way Eleanor holds her fathers hand, and by the way Delta seemingly stares ahead and clutches the sand in with his hand (perhaps to make sure this is real and that he won't wake up back in Rapture), it is clear in this image that they are both kinda amazed (and perhaps even in shock) that they actually succeeded in escaping from their prison.
They have the rest of their lives to look forward to, and can rest easy in the knowledge that the danger is behind them.
